THE CHILD PROSPERITY, PROTECTION, ADOPTION & COMMUNITY ACCOUNTABILITY ORDER
Issued Under the Absolute Constitution of N3W AMERIBA
National Principle:
“The Prosperity of the Child is the Continuity of the Nation.”
SECTION I — PURPOSE
This Executive Order establishes the National Child Prosperity Doctrine, making the protection, development, discipline, education, safety, dignity, productivity, creativity, and future prosperity of every child a permanent responsibility of N3W AMERIBA.
The Nation shall examine both:
- Positive conditions affecting children; and
- Negative conditions affecting children, their families, institutions, and communities.
The government shall seek not merely to punish negative outcomes, but to determine:
What happened → Why it happened → Who had responsibility → What can be restored → What must change.
No child shall be treated as merely an indicator of a failed community.
Every child shall be treated as a developing national citizen with a right to Becoming Great.
SECTION II — NATIONAL CHILD PROSPERITY RESPONSIBILITY
Responsibility for child prosperity shall be distributed among:
A. Parents and Guardians
Responsible for reasonable care, protection, supervision, education, discipline, and development.
B. Schools
Responsible for education, safety, developmental support, attendance intervention, and preparation for adulthood.
C. Community Organizations
Responsible for positive opportunities, mentorship, recreation, employment preparation, arts, athletics, and civic development.
D. Alderpersons
Responsible for neighborhood-level coordination, youth programming, public safety conditions, recreation, and escalation of persistent hazards.
E. District Representatives
Responsible for district-wide child prosperity planning, resource allocation, institutional coordination, and annual performance reporting.
F. Law Enforcement and Protective Services
Responsible for protecting children, investigating crimes, identifying abuse or neglect, and preventing further harm.
G. National Child Prosperity Authority
Responsible for national standards, intervention systems, placement oversight, adoption administration, data analysis, and child-protection coordination.
H. National Audit Department
Responsible for auditing the financial and administrative performance of institutions responsible for children's welfare.
SECTION III — NATIONAL CHILD PROSPERITY INDEX
The Child Prosperity Index (C.P.I.) shall measure the conditions affecting children within each district.
Indicators may include:
- School attendance
- Graduation
- Literacy and academic performance
- Educational advancement
- Youth employment preparation
- Certifications and apprenticeships
- Juvenile crime
- Child victimization
- Abuse and neglect
- Homelessness
- Family stability
- Safe housing
- Access to recreation
- Mentorship
- Youth entrepreneurship
- Community service
- Arts and athletics
- Mental and behavioral support
- Family-support utilization
- Community violence
- Child fatalities

The C.P.I. shall be used primarily to identify problems and direct resources.
A poor numerical result shall not, by itself, establish criminal liability.
SECTION IV — PARENTAL AND GUARDIAN DUTY
Parents and guardians shall have a fundamental responsibility to provide:
- Food
- Shelter
- Clothing
- Education
- Supervision
- Protection from reasonably foreseeable harm
- Appropriate discipline
- Medical and developmental care
- Emotional support
- Legal guardianship
- Reasonable protection from criminal exploitation
- Reasonable preparation for adulthood
A parent shall not be criminally punished merely because a child commits a crime.
Criminal or civil accountability may arise when evidence establishes:
- Intentional participation;
- Knowing facilitation;
- Criminal neglect;
- Exploitation;
- Serious abandonment;
- Repeated knowing permission of dangerous criminal conduct;
- Falsification or concealment of serious abuse;
- Deliberate obstruction of protective services; or
- Another independently established violation of N3W AMERIBA law.
SECTION V — SERIOUS CHILD CRIME EVENT
A serious juvenile offense shall trigger a Major Youth Crime Review.
The Review shall separately examine:
1. THE CHILD
What did the child actually do?
2. THE FAMILY
What responsibility did the parent or guardian have?
3. THE COMMUNITY
What environmental conditions contributed?
4. THE INSTITUTIONS
Did schools, agencies, officials, or organizations fail in legally established duties?
5. THE VICTIM
What restitution and protection are required?
6. THE FUTURE
What intervention can prevent recurrence?
The child's individual responsibility shall not automatically transfer to parents, guardians, alderpersons, or district representatives.
SECTION VI — CHILD SAFETY REMOVAL
When credible evidence demonstrates that remaining in the home presents a substantial danger to the child, the National Child Prosperity Authority may seek a Protective Child Placement Order.
Removal may be considered where there is:
- Serious abuse
- Severe neglect
- Exploitation
- Abandonment
- Dangerous criminal activity within the home
- Persistent failure to provide basic necessities
- Serious domestic violence
- Criminal use of the child
- Repeated dangerous supervision failures
- Other legally established circumstances demonstrating substantial risk
Removal shall be subject to judicial or constitutionally authorized review.
The purpose of removal shall be:
Protection, stabilization, rehabilitation, and determination of the child's best permanent placement.
Removal shall not be used as punishment against a child.
SECTION VII — THE ONE-YEAR CHILD PROSPERITY PERIOD
When a child is removed from a parent or guardian because the home is determined unsafe, the child shall enter a One-Year Child Prosperity Period, subject to individual circumstances and judicial review.
The initial period shall generally provide:
Months 1–3 — STABILIZATION
- Safe housing
- Education continuity
- Medical assessment
- Psychological/developmental assessment
- Family assessment
- Immediate safety planning
Months 4–6 — DEVELOPMENT
- Educational improvement
- Mentorship
- Counseling or behavioral services when appropriate
- Recreational opportunities
- Family reunification preparation when appropriate
- Life-skills development
Months 7–9 — DETERMINATION
The Authority shall determine whether:
- Reunification is appropriate;
- Kinship placement is appropriate;
- Guardianship is appropriate;
- Foster placement should continue;
- Adoption should be pursued.
Months 10–12 — PERMANENCY
The government shall pursue the child's safest and most stable permanent outcome.
The one-year period shall not automatically terminate parental rights.
A court or legally authorized authority must determine whether reunification, guardianship, or adoption is appropriate.
SECTION VIII — ADOPTION OF CHILDREN
N3W AMERIBA shall establish a National Adoption & Permanency Division.
The adoption system shall prioritize:
- Safety;
- Stability;
- Permanency;
- Family connections;
- Sibling relationships;
- Educational continuity;
- Emotional well-being;
- The child's developmental needs;
- The child's legally recognized wishes when appropriate.
Adoption Priority
When safe and legally appropriate, placement consideration shall proceed through:
Safe Biological Family → Qualified Kinship → Approved Guardian → Qualified Foster/Adoptive Family → Other Permanency Placement.
Adoption shall never be used merely to punish a parent.
A parent's poverty alone shall not constitute grounds for terminating parental rights.
However, where serious abuse, abandonment, exploitation, criminal conduct, or legally established parental unfitness makes reunification unsafe, permanent adoption may become the preferred permanency outcome.
SECTION IX — CHILD'S RIGHT TO FAMILY CONNECTION
Even when removed from a home, the child may maintain appropriate contact with:
- Safe parents;
- Siblings;
- Grandparents;
- Relatives;
- Former guardians;
- Other significant family members.
Contact may be restricted when necessary to protect the child.
The National Child Prosperity Authority shall attempt to preserve meaningful family relationships whenever doing so is consistent with the child's safety.
SECTION X — BREEG DETENTION
“Detention for the Better Outcome.”
Breeg Detention shall be a specialized corrective accountability program for parents or guardians whose conduct has been legally determined to have substantially contributed to the child's dangerous or severely harmful circumstances.
Breeg Detention is not intended to be ordinary incarceration.
Its purpose is:
To correct the adult conditions that produced or permitted the harmful outcome and increase the probability of a successful child outcome.
SECTION XI — BREEG DETENTION ELIGIBILITY
Breeg Detention may be ordered only after legally sufficient findings establish parental or guardian responsibility.
Possible grounds include:
- Criminal neglect;
- Knowing facilitation of serious juvenile crime;
- Intentional exposure to criminal exploitation;
- Serious abandonment;
- Repeated knowing failure to protect;
- Deliberate concealment of dangerous conduct;
- Intentional violation of a child-protection order;
- Severe parental misconduct directly connected to the child's unsafe circumstances.
A child committing a crime shall not automatically place the parent in Breeg Detention.
Causation, intent, knowledge, duty, and evidence shall be considered.
SECTION XII — BREEG DETENTION PROGRAM
A person ordered into Breeg Detention shall receive an individualized corrective plan.
The program may include:

B. Personal Accountability
- Identification of harmful conduct
- Responsibility assessment
- Restitution planning

SECTION XIII — BREEG DETENTION OUTCOMES
Completion of Breeg Detention may result in:
- Restoration of supervised parental privileges;
- Expanded visitation;
- Reunification;
- Reduced supervision;
- Completion of restitution;
- Removal from the protective-intervention system.
Failure to participate may result in additional lawful consequences.
Successful participation shall be recognized as evidence of rehabilitation but shall not erase the underlying conduct.
SECTION XIV — PARENTAL REUNIFICATION
Where reunification remains safe and appropriate, the government shall establish a Return-to-Family Plan.
The plan may require:
- Safe housing;
- Parenting certification;
- School attendance compliance;
- Substance-free or otherwise legally required household conditions;
- Employment or financial stabilization when relevant;
- No-contact restrictions where necessary;
- Counseling or treatment when legally appropriate;
- Community-support participation;
- Regular child-welfare evaluations.
The objective shall be:
Remove danger → Correct conditions → Restore family → Monitor stability → Achieve independence.
SECTION XV — ALDERPERSON ACCOUNTABILITY
Alderpersons shall be responsible for reasonable monitoring of neighborhood conditions affecting children.
Responsibilities include:
- Youth programming;
- Safe recreation;
- Community partnerships;
- Public-space safety;
- Reporting dangerous conditions;
- Coordination with schools;
- Coordination with protective agencies;
- Youth opportunity development.
An alderperson shall not automatically become criminally liable because a child commits a crime.
Accountability may arise when evidence establishes:
- Intentional misconduct;
- Corruption;
- Falsification;
- Deliberate obstruction;
- Knowing failure to perform a legally established duty;
- Misuse of child-prosperity resources.
Possible consequences include:
- Corrective orders;
- Removal from responsibility;
- Civil penalties;
- Restitution;
- Disqualification;
- Criminal prosecution where independently justified.
SECTION XVI — DISTRICT REPRESENTATIVE ACCOUNTABILITY
Every district shall receive an annual District Child Prosperity Report.
The report shall identify:

- Juvenile crime trends;
- Child-victimization trends;
- Education performance;
- Family instability;
- Foster-care outcomes;
- Adoption outcomes;

A district with persistently severe negative outcomes shall trigger a:
PROSPERITY INTERVENTION REVIEW
The Review shall determine whether the negative conditions resulted from:

- Official misconduct;
- Corruption;
- Falsification;
- Deliberate neglect of statutory responsibilities.
A numerical quota alone shall not automatically impose criminal punishment.
Where deliberate official misconduct is established, consequences may include:

- Criminal prosecution;
- Asset recovery where legally authorized.
SECTION XVII — NATIONAL CHILD PROSPERITY AUDIT
The National Audit Department — Child Prosperity Audit Division shall conduct annual audits.
Audits may examine:
- Government spending;
- Youth-program effectiveness;
- School resources;
- Child-protection response times;
- Foster placements;
- Adoption processing;
- District outcomes;
- Public recreation;
- Community programming;

Payments shall be administered according to age, guardianship, financial safeguards, and national law.
Where a guardian is legally prohibited from controlling a child's funds, the government shall establish protected custodial arrangements.
SECTION XX — CHILD PROSPERITY EMERGENCY RESPONSE
When a serious pattern of child harm develops within a community, the National Child Prosperity Authority may activate a:

Every child of N3W AMERIBA shall possess the national principle of becoming:

The government shall not define a child solely by:

SECTION XXV — THE ONE-YEAR PRINCIPLE
N3W AMERIBA establishes the principle that when a child must be removed from an unsafe home:
One year shall be sufficient to demand serious progress, but not sufficient to justify ignoring the individual circumstances of the child.
The system shall seek a permanent answer rather than allowing children to remain indefinitely in administrative uncertainty.
The preferred outcomes are:

SECTION XXVI — PROHIBITION AGAINST COLLECTIVE PUNISHMENT
No parent, guardian, alderperson, district representative, or community shall be punished solely because a child committed an offense.
No child shall be punished solely because the child's district has a poor C.P.I. score.
Accountability shall require a legally established duty and sufficient evidence of responsibility.
The Nation shall punish conduct, correct failure, restore harm, and protect children.
